If I understand the context, they're referring to Unicode, not CP1252. The characters in that range in CP1252 are valid in Unicode, but they have different representations that are outside of the discouraged range. If you look at 8859-1, which is the first 256 values in Unicode, that range is blanked out, and it's exactly the set of values that are different in CP1252. They're discouraged to avoid this ambiguity in text that has no encoding specified.
