Sorry for the extended conversation with myself...

I just wanted to let everyone know that I bit the bullet and installed
Perl on my VSS machine.

Using ssphys.exe from 0.11-a1 and vss2svn.pl from the ken-widetime
branch, I received dramatically better conversion results. All of my
orpans are empty directories, and the RestoredProject actions were all
handled correctly as SVN copies. I am at the point that I believe I have
a finished conversion (although I still need to spend some time picking
through things to be sure).

My email is just to confirm Ken's work to date with some real-world
data.

Thanks James for the input... Ken, I haven't been following your "widetime" branch much; should we go ahead and merge it back to the trunk?
