Just for kicks I inserted a menu button from the widget toolbar into a
toplevel window and checked the menu editor. I right-clicked the
<Menu> entry for the popup window and I see how to insert commands,
cascades, and the like, but the Tearoff entry is disabled.

This is the same menu behavior I get with the other menu buttons for
which I'm trying to remove the tearoff.

However, using the widget tree window I could select the M icons and
turn off the tearoff.

Is there any simple way to make no-tearoff the default behavior for
menu buttons?

And why is the tearoff option almost always disabled in the menu
editor?

Thanks much!
