Just a question, have you been installing Tcl/Tk as administrator or with
limited user rights ? It is possible the ActiveState installer could not
complete some actions because it didn't have access rights. Or, it is a
bug.

On my XP machine even logged in as administrator I get a few error messages
from the 8.4 ActiveState installer telling me it cannot register itself
with Windows for uninstallation in the "Add / Remove Programs" dialog...

I am sorry but my experience is limited to Microsoft XP and Windows 98.
 On these, ActiveTcl installs with a double-click and works without
tweaking. In order to make BLT autoload, I think I moved the BLT library
to the C:\tcl\lib path ( make it a subdirectory of your tcl library path
).  Alternatively, you could add <path to BLT libs> to auto_path

lappend auto_path <path to BLT libs>
