installation of vtcl1.07 on win95

I have installed vtcl-1.07 on win95. I am now able to run it, but only
when I start wish, cd to the vtcl directory and source vt.tcl. I have
wish set as the start-up application for tcl files, and VTCL_HOME
pointing to the vtcl installation directory (c:\progra~1\tcl\vtcl-1.07).

Why can't I start vtcl by double-clicking on the vt.tcl icon?
