This occurs sometimes when you create a "shortcut" to the original
vt.tcl program.
A couple of notes on VTCL_HOME and Windows installations: it is not
really necessary to set the VTCL_HOME path. It is used if provided,
but the script can usually figure it out from the invokation of vtcl.
Once problem on 95 is that you must reboot after adding the VTCL_HOME
path to autoexec.bat. Simply setting the value in a command-window is
not sufficient. Also, an incorrect value in VTCL_HOME will bomb vtcl.
How this relates to shortcuts: shortcuts when created usually have the
wrong working directory. To make it work with vtcl, you should edit the
properties on the shortcut to make the working directory the installation
directory for vtcl (just like VTCL_HOME). This is the equivalent of
running wish, cd'ing to the vtcl directory and sourcing vt.tcl.
