What steps did you take when trying to install from the helios update site?

I tried the site that was mentioned in the forum, http://download.eclipse.org/technology/vtp/helios/ but I cannot access it. Is there another method I could use to install the software? I was able to download VTP-3.0_12008630.zip, which contains the jar files, but there is no install software. Can I simply copy the jar files to the eclipse/plugins or do I need to create a directory (maybe org.eclipse.vtp) in the plugins directory?
