as I tried to say in my first sentence, binary artifacts are available.
However, as we have 3 subprojects that each produce a jar, they are in a
different directory in the repository.
E.g. for vxquery-core they are in
https://repository.apache.org/content/repositories/orgapachevxquery-128/org/apache/vxquery/apache-vxquery-core/0.2-incubating/
In this directory we have the binary jar (and the source and javadoc jars)
and it contains a LICENSE and NOTICE in the META-INF folder.
