I was thinking about how to do that as I was sending out the VOTE RESULT
mail, but then decided to leave my +1 out since I had not sent an email.
I think the RMs vote should be automatic, but I am not sure what
Apache's rules are around this. I guess its easy for the RM to send the +1.

Typically the RM also counts their own vote (assuming they cast a
vote, which didn't happen this time). An easy way is to get in the
habit of putting "Here's my +1" at the end of any email kicking off a
VOTE thread.
