I'm not sure what the right answer is here. On one hand we do have 3 votes from 
the IPMC, but then they were not cast on the VOTE-thread on [email protected]. 
Are those votes transferable, because we can point to them in the e-mail 
archives? 
Or do we have to cast them again?
The policies at 
http://incubator.apache.org/incubation/Incubation_Policy.html#Releases and 
http://www.apache.org/foundation/voting.html don't seem to cover this.

Mentors, what's your take on this?
