We have added the DOCX file
(Register_2_2016-01_Skript_Personaladministration.docx) you sent us to
our test suite and to our knowledge, no images were missing in the files
generated by XMLmind Word To XML v1.2.1.
I don't see what more we could do to help.

PS: On Windows, if you do NOT want EMF pictures to be converted to PNG,
the simplest is to delete W2X_INSTALL_DIR/lib/emf2png*.*.
Note that this new EMF to PNG conversion feature is unrelated to the bug
you have reported.
