Interesting to hear your story occuring during an el Nino year.  That same year, although later in the fall, we had a confused pelican that was calling the area off Pt. Fosdick in the Tacoma Narrows its home.  This is not where pelicans are found in normal years, and seeing as how the fishermen were not finding an overabundance of fish, it would seem that the pelican was not finding good fishing either.  However, he did seem to find herring an acceptable meal.  Especially at the end of the day when boats were going in, he would make the rounds from boat to boat waiting to have the fishermen toss him their unused herring.  He did not appear to be a skinny pelican even if he wasn't in his normal range!
