It was to get the rock climbers, bird watchers and hikers to pay for using land that was purchased by fishing and hunting dollars. Remember the program started in the early 1980's and was dropped or unenforced untill recently.
I talked to a Grant County Deputy Sheriff a couple of years ago. The problem is/was pretty bad. His take was the second generation from Mexico has become Americanized and is looking for quick money. His take was that we should keep the parents (who are in many cases illegals) and send back the kids (who are now US citizens). The little talk did change my parking habits. They don't care about the sticker since in most locations they strip virtually anything of value in the car. The more remote location much more of your car will be gone when you return. Popular locations like Lenice, etc are more smash and grab operations.
