Rainbows in Kelly Creek??  What do you mean by very busy???  By western Washington standards, eastern Washington standards, or Idaho standards?? 
 
I spent the summer of 72 in that drainage.  It was the first year of catch and release.....the streams had very few fish relative to the years after catch and release had been in effect.  Same thing on the St. Joe....lots of fish right to the minimum size limit, few above it.  It converted me in a hurry to catch and release fishing.

I spent three days fishing Kelly Creek, Black Cannon (to the slide) and the North Fork June 28 - 30th. Fishing was very good all three days as river flows were ideal for this time of year. Attractors mid day and various Mayfly imitations during the afternoon hours. Many West Slopes, a few Bow's and a couple Bull Trout to hand. Unfortunately the area was very busy, the worst I have ever seen it that time of year.
 
I stopped in to the Redshedflyshop to meet Mike on our way up, very nice guy. He had what we needed for our journey to Kelly and certainly has all your Steelheading needs covered. Thanks Mike!
