I had a similar problem a couple of months ago, before I upgraded to
10.1.
I was at that time still using 9.1.
I finished up phoning my ISP (AAPT Smartchat) and I decided that a rogue
email may have been causing the problem. I asked them to delete a bunch
of my emails from their server from around the time the problem
started & BINGO ... all was well again.
