But no one mentioned connecting the G4 by target disk mode
to another Mac which already has Tiger installed .

then use Superduper to copy from the Tiger Mac using the " No users option "

Puts all the system and applications but none of the private data or user preference's .

Don't even need a system disk to do it . License is your other consideration !
