Example of the problem;

I have a photo taken at a place called North Pole in the Pilbara region;  
select the appropriate event & photo, select Info button and the panel appears 
on right side with details of picture and Faces option at the top, at the 
bottom is a panel with a greyed out picture of the the earth (Mercator's 
projection) and a field with Assign a Place... As soon as one starts typing in 
this field a drop down menu appears, covering the map, with a list of places 
starting with what you are typing, having typed North Pole there are plenty of 
option but none in the Pilbara and there is no option that will allow you to 
place a pin on the map.

If I go to Places or Manage My Places there is no options that allow you to add 
a name or drop a pin as you could in earlier versions.
