Hmmm... You are right. The links are the same. I got mine from the iTunes page and wrongly assumed it would point there rather than at the Safari preview page. :-}
As for the iCloud download over 3G you don't need to worry. If your device is 3G enabled (as your iPhone is) there is a separate switch on the configuration page labeled "Cellular". If you leave that in the default "OFF" position, download will be done only via Wi-Fi. Have a look in the Settings app at the "Store" page if you are curious.
