The Notes app in iPad2 has a Mail link. I cannot select the "TO" item when the email form appears by tapping. "CC" can be selected without problems by tapping. No difference using Landscape or Portrait mode. I did a reset of the iPad with no improvement.
Haven't used the Notes - Mail facility before, so don't know if it is an old or new problem. The standard Mail app is fine - defaults to cursor in the "To" field. I'm using an iPad2 with iOS 6.0.
