Hi Everyone,

Just clarifying what Rob has mentioned below ONLY applies to a "Share Folder". 
NOT the "Public Folder" that public links can be shared and accessed by anyone, 
not just Dropbox users.

You generate a Public Link to a particular file in your Dropbox 'Public Folder' 
by Control-Click on the particular File - 'Copy Public Link' which you can then 
send that link to anyone you would like to view or download that file to their 
Desktop (or wherever).
Files in your Public folder are public and can be viewed or downloaded by 
anyone who uses the link. 
They just click on the link you send them.

If at any point you want to stop sharing a file, all you need to do is move it 
out of your public folder and it will no longer be shared.
