Skype was bought by MS in 2011 and, like Google and Facebook, MS would prefer 
that you do as much as possible via their MS account login  ;o)

However AFAIK you do not HAVE to use Skype by signing in via an MS account.

A quick google of "use Skype without a MS account will bring up many articles 
but, since terms and conditions and operating parameters change frequently for 
these online services, I find it always best to filter to newer articles. 
Sometimes these articles are spot-on, sometimes they are rubbish -up to you how 
much time you want to spend investigating these - my yardstick tends to be how 
much can I mess up if I get it wrong - so lots of reading/research before 
messing with system settings or delving too far in terminal.

However you just want to use Skype so, for any solution that does not involve 
downloading dubious software or connecting via unknown sites,  I would tend to 
just try it out.

This article <https://crazytechtricks.com/use-skype-without-microsoft-account/> 
is not particularly well written but it is fairly recent and the suggestions 
fairly simple. Basically it offers two approaches:
        1       Create a Skype account without creating a MS account,
        2       Just use Skype without any account.

Personally, I have an Office 365 subscription (can't live without Excel) so I 
do have an MS account - so I have no idea if/how well these methods work. You 
would have to decide which one you would prefer depending on how much you 
intend to use Skype - I would imagine a Skype account is useful if you intend 
to use it a bit, especially from more than one device.

So maybe just give it a try?

Subject: Skype

    Good morning Skype users.
    
    I was trying to have a Skype contact on my wife’s iMac.
    
    After opening Skype it told me I had to upgrade to the next version.
    I downloaded and installed the next version 8.23.
    
    The setup procedure ended in a road block because it asks me to: 
    “Sign in with a Microsoft account”. I should create one if I don’t have one.
    I don’t have such an account and don’t want to create one.
    
    Is there a workaround ?
