Hello again Severin, Just had another thought. Apple keeps its iOS (and OSX) versions under tight control. You are only given the option of the highest available iOS version compatible with the device you have, so you'll only get 9.3.5 if you have a pretty old iPad mini.
If you can't see the update on your iPad mini, you can update manually using iTunes. If you can’t update wirelessly on your iOS device, you can update manually using iTunes on a computer that you trust.
