#2789: actionTargetTurret doesn't take into account height of the weapon

It only takes into account the height of the ground at which the attacker
is positioned and the ground on which the target is positioned.

Though this is a fine approximation for droids, pillbox, etc, it makes
firing look particularly bad on towers (because they are tall).

 How to reproduce:
 * Spawn a twin assault gun tower
 * Spawn an enemy droid/'borg/pillbox near it.

What is going on is: when a weapon fires (i.e. "sending a projectile"),
the pitch of the turret is set to be the same as the pitch of the
projectile, actionTargetTurret target turret will cause it to zero out
(ish) after the shot is taken.
