#3068: Tutorial stops after I start building powerplant

I can get as far as moving the plant to my base and left-clicking it. From
there on, the timer continues running and it starts snowing, but there's
no more instruction. If I move the mouse, the plant follows it around the
map.
I saw a thread that cautions against getting ahead of the spoken
instructions, so I was careful to wait until it had finished each one
before doing anything.
