It seems quite clear to me that with the whole setup being so complex, an obvious distribution package would be a ready-to-use virtual machine template. This would by far be the easiest way to get functional systems up and running - and with most systems having the same basis, bug-tracking would be so much easier and consistent. Of course, other formats should also be available, but a ready-to-deploy VM would certainly be the easiest and most trouble-free. Nowadays most sysadmins have access to virtual hosts, and many regular users would even be able to test it from their desktop virtualization software.
