The township of Mayberry is the county seat of Mayberry County. Andy Taylor is the sheriff of Mayberry County, which automatically makes him the chief lawman of the town of Mayberry, since the town is too small to have a separate police department. A don't think there's such a thing as a "town sheriff." A sheriff is the chief law enforcement agent of a county (except in places like Louisiana, where they ain't got no counties).
