In "Up in Barney's Room" when Andy comes to visit while Barney fixes chili and crackers, we get a look inside Barney's closet. Inside was the ol' salt and pepper suit and a single necktie.
Then after he gets kicked out by Mrs. Mendlebright, he sets up shop in the back room of the courthouse and points out his "closet" (a hatrack) to Thelma Lou. Now, Barney was wearing the salt and pepper and the only thing on his "closet" was his uniform.
