I think what each term means depends on the person using it. I'll agree with
Jacquie that "web designer" leads one to believe the person is 'designing'
the site i.e. look & feel, page layout, maybe navigation but primarily
graphics/layout oriented. 

I'm going to disagree on 'web content developer'. I see that as the person
who creates the content for the site, more of a writer. Now if the
description had been 'web developer' then I'd think programmer, server side
scripting, database, etc.

Where I teach the "web design" class focuses primarily on layout, valid
html, using css and images to get the site to look the way you want it to
look with some javascript for menus, etc. but nothing server side. While the
'web technologies' class focuses on server side scripting, database driven
sites, and services of that nature. 

Creating content is addressed in other classes. Depending on your skill set
one person could perform all 3 of the jobs above in small shops or
departments it is very common to do so.
