I can't help you with the hostgator environment, but did you have a 
practice environment on a local machine first?   That's how I got started, 
with the web2py+rocket download.  I set this up on a virtual machine 
running Fedora, and then it was easy to work through the examples in the 
book.

I may try the Windows setup on a local machine soon, mainly out of 
curiosity, because I'm planning on have said machine be dual-boot, but I 
also expect to start learning to set up with nginx on a local linux machine 
as well.

If you're beyond that, then Kyle's suggestion of pythonanywhere.com sounds 
like a good next step -- that's a very well regarded service, to judge by 
comments in this forum.
