We can't have it exporting qoutes and then the import expecting the qoutes to be minimal. Then the export/import functionality is broken between itself =/
I still say, sql.py should stay QOUTE_MINIMAL and dal.py should be QOUTE_NONNUMERIC. This way it keeps a sense of backwards-compatibility with the option of better use-case in the new dal.
