linked_tables = ['memberTag']
grid = SQLFORM.smartgrid(db.member, linked_tables=linkedTables)
Only the related tables included in the list will be displayed.

Add paginate=5 to your smartgrid call:
grid = SQLFORM.smartgrid(db.member, paginate=5)
