There is a program called wireshark. It allows to record network traffic and save it to a file. Assuming you run rocket/web2py on port 8000. you can tell it to record all traffic to and from port 8000, then run the dowload that fails. Dump the wireshark recording to a file and send it to me. Wireshark is free and should be easy to use.
