i am working on this. the problem is that falling back to the two letter
designation is not always appropriate. for english it may well be fine, but
with chinese that is not always the case, for example, zh-tw. Because
mapping xx-yy => xx isn't always appropriate we'll need to create a map of
some sort specifying when this is acceptable.
anyway, i am aware of this issue and will try to address is as soon as
possible.
