Actually, to my knowledge a fallback to zh-cn is more preferable to en to most
zh-tw users. But nevertheless I think a map of 'exceptions' is easier to maintain
than a list of 'fallbacks'.
All es-*, de-*, nl-*, fr-* and pt-* dialects seems fine to fallback to me (but I could
be wrong). I'm not sure about ro-mo, sv-fi, ar-* dialects, but we could deal with
them as the translations come in.
