[EWS] layout-tests can get stuck in retry loop when there are no consistent
test failure but flaky failures on clean tree

Unreviewed Infrastructure fix.
Temporarily add a special case to better handle the situation when there are no
layout-tests
failure, but there are flakies causing the retries.
