Add threading assertions to GPUVideoDecoderVTB

Like done in GPUVideoEncoderVTB, we add threading assertion to
GPUVideoDecoderVTB.
All public APIs are expected to be called on the same work queue, which is
given at constructor time.
This allows to provide a clear understanding of the threading model.
