Disable mutation events for all web-platform-tests

Reviewed by Tim Nguyen.
Safari ships with mutation events disabled, but our test runners enable them.
We already disabled them for two web-platform-tests directories and
html/dom/idlharness.https.html. Now we disable them for all web-platform-tests,
including http/wpt.
More subtests pass as a result and block-in-inline-ax-crash.html no longer
times out.
