[Image Redux] Make drawing a luminance mask a property of the draw

Reviewed by Simon Fraser.
Rather than tracking a DrawLuminanceMask bit in the GraphicsContext state, we
can instead
make it a property of image drawing by adding it to ImagePaintingOptions.
This is a safe transformation because currently, the one caller that sets
DrawLuminanceMask
to true, BackgroundPainter, sets it right before drawing a mask image. Each
image kind that
honored the flag read it and then cleared it immediately.
