Restage testing if platform changes

Testing frameworks are staged by the cmake build system. ditto is used to
create that staged copy, but it merges changes into any pre-existing framework
at the destination. This can lead to corruption if platforms are changed (for
example between public and internal Apple SDKs). In this commit we record a
stamp file with the platform identity, so that we can delete and refresh the
framework if needed.
