analyze-safer-cpp: Support the GTK and WPE ports on Linux

Off macOS, resolve the analyzer from $CXX, the compiler recorded in the
compile database, or the clang++ names in PATH, choosing the one that
implements the most SaferCPP checkers, instead of looking for Xcode
toolchains and offering the swift.org download. Add --gtk and --wpe to
locate the build-webkit tree through webkit-build-directory, so
set-webkit-configuration and WEBKIT_OUTPUTDIR are honored. Without a
build location on Linux, name the flags to pass instead of failing on
the cmake-mac default.
