AssemblerBuffer grows unbounded and is not freed for the process lifetime

Previously, one large compile could lead to inflating the web content
process's overall memory consumption, as AssemblerBuffer was recycled
and not freed.
This is unfortunate for some pages like youtube.com where we see a ~33MB
compile and then no further larger compiles. The 33MB sits around for the
process lifetime and is never freed.
No noticable regression measured across a variety of benchmarks while gaining
a 2+% improvement in Membuster on M5 MacBook Air along with a ~1% PLT
improvement.
