[Flex Wrap Balance] flex-flow shorthand has no test coverage for the balance
value

Reviewed by Tim Nguyen.
I had claude-opus-5.5 draft these changes and had it model them on the existing
flex-wrap-*.html balance tests, checked the shortest-form serialization
convention against parsing/flex-flow-valid.html, and ran ./wpt lint and
./wpt run chrome (Chrome 153 stable: 24/24 subtests pass). As a negative
control, it changed the expected serialization of row balance to row balance,
and that case failed as expected. I reviewed every case and take responsibility
for the change.
