[CISupport] Update Windows workers

Reviewed by Ryan Haddad.
Add win-bot-007 and win-bot-008 to Win-Build-EWS, run the Windows Release and
Debug tests on
win-build-bot-002 and win-build-bot-001, and remove the disconnected wincairo
workers.
Give the Windows post-commit builders short worker build directories, since the
generate-serializers.py command line exceeds the Windows limit with the long
default ones.
