which assumes every locale's default 12-hour pattern uses 'a', but that isn't
true.
Apple ICU 78.1 answers different results as its best patterns.

en-US, en-GB, ar | h:mm a
ja | aK:mm
ko | a h:mm
zh-Hant | Bh:mm
hi | B h:mm
We fix the test by weakining the assumption in the loop. 12-hour pattern
may have B instead of 'a'.
