Enable certain perf optimizations when Site Isolation is enabled

We have certain generic perf optimizations that we want to only enable when
Site Isolation is
enabled for now (even though they are not actually SI-specific). This is mainly
to make perf status
tracking for the feature easier.
We plan to enable these perf optimizations globally soon for the SI off config
as well, which is
covered by a FIXME radar.
