[GLib] Layout test gardening - 2026-10-12

Unreviewed test gardening.
Add an expectation for webrtc/video-update-often.html, which crashes in
CoordinatedPlatformLayerBufferVideo::createSkiaImageForSinglePlaneGLMemory()
(the crash of bug 325941) on the GTK and WPE bots, and times out on WPE ARM64.
Remove the expectations of tests that have passed in every run since:
- svg/text/bidi-dir-rtl.html: 323209@main updated the reference.
- imported/mozilla/svg/text/multiple-x-rtl.svg and
multiple-x-anchor-end-rtl.svg:
pass on every port since 323141@main (IFC SVG text enabled by default).
- css-view-transitions/start-skip-start.html and
start-view-transtion-skips-active.html:
pass since 323173@main.
- fetch/local-network-access/websocket.tentative.https.html: passes on GTK and
WPE.
- css-view-transitions/pseudo-with-classes-mismatch-partial.html and
pseudo-with-classes-mismatch-wildcard.html: pass with the WPE Legacy API.
Mark grid-layout-stale-002.html and loader/go-back-to-different-window-size.html
as passing with the WPE Legacy API; they still fail on the other WPE bots.
