Remove the legacy CSSValueFoo constants

Reviewed by Richard Robinson.
All call sites now use CSSValueID::Foo, so stop generating the transitional
CSSValueFoo constants and remove the runtime/css_value_id style check that
guarded against new uses of them. No behavior change.
