[line-clamp] Move setting the auto clamp point to LineClampUpdater

In preparation for taking the auto clamp point back when block-end margins make
the line-clamp container too tall,
- move the block size limit into a static helper (autoClampBlockSizeLimit),
- move the isAutoLineClampRoot check into LineClampUpdater::autoClampPoint,
- move setting the clamp point (setMaximumLines or setClampAfterBox) to
LineClampUpdater::setAutoClampPoint,
- and fold the relayout into a lambda in RenderBlockFlow::layoutInFlowChildren.
No change in functionality.
