[Gardening] [Golden Gate] Skip timing-out TestWebKitAPI.TextExtractionTests
https://bugs.webkit.org/show_bug.cgi?id=326416
rdar://189227379
Unreviewed test gardening.
The TextExtractionTests cluster hangs on macOS Golden Gate (33s timeout
each). Running them under [ Timeout ] still pays the full hang cost
every build. Switch to [ Skip ] and add 7 cross-platform entries that
also fail on Golden Gate but were only gardened for iOS27.
