REGRESSION (322953@main): Service worker processes flakily killed when
querying permissions

The network process assigns remote workers to processes by registrable domain,
regardless of
scheme, so a process created for http://example.com workers also runs
https://example.com
ones without the UI process being asked. The UI process recorded the full Site,
so queries
from those workers failed hasCommittedClientOrigin and the process was
terminated. Record
the registrable domain instead.
This was a bug prior to 322953@main in the niche case that two workers for
different origins
on the same site tried to use navigator.locks. 322953@main made this site vs
domain mismatch
apparent in more code paths.
